RDPO Shared Worker Agreements
The RDPO maintains two mutual aid agreements that allow signatory agencies to share specific workers for emergency response. Both of these agreements were developed as REMTEC projects.
Building Safety Evaluator (BSE) Shared Worker Agreement (SWAG)
The BSE SWAG allows for the sharing of qualified BSEs and other building-related staff during a building safety emergency where transportation routes are severely disrupted, or other hazards exist, and workers are unable to report to their normal work locations or duty stations.
Who is eligible to sign the BSE SWAG?
All county, city, and regional governments, local agencies, and special districts within Clackamas, Columbia, Multnomah, and Washington counties in Oregon and Clark County in Washington, and RDPO-adjacent Oregon counties, that have BSEs and other building-related staff.

Emergency Operations Center (EOC)
Shared Stranded Worker Agreement (SSWAG)
The EOC SWAG allows for the sharing of qualified EOC Personnel during emergencies where transportation routes are disrupted and EOC Personnel are unable to report to their normal work locations.
Who is eligible to sign the EOC SWAG?
All counties, cities, inter-local agencies, regional governments, and special districts within Clackamas, Columbia, Multnomah, and Washington counties in Oregon and Clark County in Washington, are eligible to sign the EOC SSWAG.
