Policy Committee

The RDPO Policy Committee ensures accountability for effective regional coordination of
disaster preparedness. Membership consists of publicly-elected officials. Of the 17 voting
members, five are chosen from county elected leaders, one from Metro, and the
remainder come from cities (two cities per county, plus the City of Portland).

Anne McEnerny-Ogle was originally elected to Vancouver City Council in November 2013 and took her first oath of office on January 1, 2014. She became the first woman to serve as Mayor of Vancouver on January 1, 2018, where she has helped to lead efforts in economic development, regional community relations, and transportation.

Anne attended Southern Oregon State College in Ashland, where she earned a bachelor’s degree in education in 1974. Two years later, she received her master’s degree in education from Lewis and Clark College in Portland. Mayor Anne taught for 30 years for Lake Oswego Public Schools, where she also served as chair of the mathematics department. During her career, she served as editor and author for Oregon’s State Math Journal, was a lecturer and instructor at colleges and universities, consulted for school districts in Washington and Oregon, and co-authored a book about reforming middle school mathematics.

Anne made improving the city she and her family call home a priority. She served for five years on the Vancouver’s Planning Commission and chaired both the Shumway Neighborhood Association Board and the Vancouver Neighborhood Alliance. She also served as board member and vice president of the Clark County Historical Society, chair and board member of Daybreak Youth Services’ Advisory Board, treasurer for the Uptown Village Association and president of the League of Women Voters, just to name a few.

Mayor Anne’s current assignments include serving as the vice-chair for the C-TRAN Board of Directors, chair of the Southwest Regional Transportation Council, member of Metro’s Joint Policy Advisory Committee on Transportation, and member of the Regional Disaster Preparedness Organization Policy Committee. The Mayor also serves on the board for Greater Portland Inc. (GPI), is a member of the Metropolitan Mayors Ad-Hoc Consortium and the Association of Washington Cities and has active memberships in numerous business associations.

She continues to volunteer with the Vancouver Police Department’s Neighbors on Watch (NOW) program, the Rotarians, and the Community Military Appreciation Committee. Anne’s heart for Armed Forces is evidenced by her faithful presence and participation in local events honoring their bravery and sacrifice. The wife of a Vietnam veteran, Anne is personally grateful to celebrate those who have served, continue to serve and will serve in the future. Mayor Anne and her husband, Terry, have one grown son, and have been Vancouver residents since 1980.

Margaret Magruder

A lifelong resident of Clatskanie, Margaret is passionate in her commitment to Columbia County and its residents. She has more than two decades of public service involving Columbia County business, government and non-profits.

Before being elected in November 2016 to Commissioner Position 1, Magruder served as a member of the Columbia County Budget Committee for 20 years. In this capacity, she assisted in developing the county budget, reviewed the annual budget document and took comment from county department heads and county residents before approving it. Frugal in her personal life as well as professionally, she is an advocate of responsible budget cuts, conservative spending and paying down the county debt ahead of projected schedules.

Margaret’s public sector experience also includes having served on the Clatskanie-Quincy Citizens Planning Advisory Committee and the Columbia School District 5J Board of Directors.

Commissioner Magruder has a deep commitment to the environment. She served as the Coordinator of the Lower Columbia River Watershed Council from 1996 to 2016. She is a board member of the Lower Columbia Estuary Partnership, a position held since 1997. In 2006 she was honored by the United States Department of Agriculture National Resources Conservation Service as the National Earth Team's individual volunteer of the year for her many years of assisting people to efficiently manage and responsibly conserve, improve, sustain and utilize our natural resources.

A third generation farmer who owns and manages a wool insulation company in Rainier, Oregon Shepherd, LLC, Magruder is a member of the Oregon Sheep Commission and the Oregon State Weed Board, positions to which she was appointed by the Director of the Oregon Department of Agriculture. She served for seven years on the American Lamb Board, appointed to that position by the US Secretary of Agriculture. She was also a member of the Oregon Board of Agriculture for eight years, serving as chair for one.

Margaret’s significant economic contributions to rural Oregon earned her special recognition by the Oregon Leadership Summit in 2008 for her efforts to achieve sustainable solutions that benefit rural communities, the environment and the economy.

As County Commissioner, Magruder’s primary focus is economic development, natural resources and infrastructure:

“My commitment is to bring balance to the economic, environmental and cultural concerns of county residents while protecting livability,” she says. “My vision has always been a prosperous and productive Columbia County, utilizing our natural resources and our citizen resources to create a thriving county serving the needs of all community members."

Commissioner Magruder lives in rural Clatskanie and is a graduate of Clatskanie High School. She holds a Bachelor’s Degree in Political Science and Russian from Willamette University, and earned a Master's Degree in Slavic Languages and Literature from Syracuse University.

She is the mother of four grown children, a grandmother of 10 and a great grandmother of two.
